Not 100% sure on this so I'm open to suggestions. This looks like a Chinese Sparrowhawk based on the head plumage (uniformly dark-Grey as opposed to the variable colours of the Shikra's head plumage). Underwing barring looks very prominent on this bird as opposed to the weaker barring of the Shikra. Solid rufous tones on the bird are faintly visible which is also characteristic of this species. Bird looks more compact that the larger Shikra with shorter wings. Also heavy barring on undersides in contrast to the weaker barring of the Shikra
