Observation details

I saw this standing bird with its wings held out. I was hoping it would be an Anhinga blown in by Hurricane Melissa. Or maybe a Neotropic Cormorant. Alas, it is a late season Double-crested Cormorant. Ebird flagged as rare so I attached a photo for documentation.
