Looks like Common in this photo, thick bill and eye appears to have white around it.
Observation details
juvenile or winter plumage, white throat with sharp contrast to head, some white speckling on dark body. Bad lighting, bird mostly fishing with head below water, just outside swim area line. https://www.flickr.com/photos/59990836@N07/19956813204/in/dateposted-public/ several photos and video taken confirm thick beak.
