Observation details

First spotted about 9:20am. Continued until I left about 1:20 later, with an interlude of 15 or 20 minutes when none of multiple observers was seeing. It worked between Westech Environmental and the terminal pier to the east, never out much farther than the green buoy beyond the pilings. Sometimes came close to land. White flank always seen above relatively calm water. Two white "taillights" seen when the bird faced away.
