Observation details
White with gray/black head snd neck. Black primaries. Perched up in trees, dropping down into the water to forage from time to time. I did not observe it finding any food to eat as it foraged around. Flew several times as people with dogs walked by. Possibly (probably?) same bird seen at Safari Park several days ago.
