Observation details
Short bill eliminates Curlew Sandpiper / Dunlin. Plumage closely resembles non-breeding plumage of little stint [1]. Merlin / Photos suggest Curlew or Little Stint, but definitely not Curlew due to short tubular bill (which peeps often have). Note that the bird's legs are black, the photo has a yellow grass blade at the same position as the legs. My only concern is size. The bird was definitely smaller than wood sandpiper, but cannot say by how much. The bird was distant so it's possible I didn't get a good judgment of the relative sizes.
