Observation details
A lone bird 300 yards off the beach, not mingling with the two HOGR that were also out there. This bird was different: Had an almost all dark neck, dark auriculars with a dark lobe that extends down onto the cheek, and a longer, thinner, slightly upturned bill. I only got one click in before I lost the bird, and I put up a shot of the HOGR for comparison. Not having seen one since moving here, I'm a little rusty on winter EAGR. They were uncommon but regular in New Jersey along the coast and on the larger inland freshwater impoundments. This sure looks like one to me.
