Observation details
This appears to be a FEMALE "black backed" lugens white wagtail per a review of plates in Cornell's Birds of the World for the 10 subspecies of White Wagtail , or possibly an immature. https://birdsoftheworld.org/bow/species/whiwag/cur/systematics#subsp The Lugens is very similar to the ocularis eastern siberian subspecies but Lugans has a white chin. Lugens breeds in NE Asia. Continuing, moved to Mill Street about 8:50ish Monday.
