Observation details
My best guess based on the rounded tail. I remember the bird never gave me a good look. Tail looks too rounded for Sharp-shinned. At the time I saw this bird and looking at the photo on the laptop shortly thereafter, I tried my hardest to make this into a Roadside Hawk based on the rather light lores and different breast textures defined by the "bib" on the breast. I don't recall this bird vocalizing and, as written above, it never gave me good looks as it stayed pretty well "hidden" in the tangle of tree branches on the lakeside.
