Observation details
First spotted by Leon with his scope but hard to ID due to distance, lighting, etc. It was loafing toward the island end of the causeway with several dozen gulls. I slowly wandered in that direction to get a better look; before I'd made much progress it took flight (the gulls stayed put) and headed west toward the Pool. Medium-sized tern with thick black bill, very short tail (more notched than forked), and reddish-black legs. Bird was almost entirely white underneath, with the top of the outermost primaries the only part that was visibly darker (aside from its spotty-looking cap).
