Observation details
(Rare): photo by Chuck Gates. Black tipped (about half black) orange red bill. Salt and pepper forehead of otherwise black cap. Pale gray to whitish primaries, not darker than mantle. No darker carpal bar. We ruled out Arctic because this bill too large. Chuck notes that Forster's Terns haven’t yet been reported even at Malheur and a look at eBird shows this to be the first recorded bird of the year for the state. Today’s is an early record for the region. The previous early record for Central Oregon was 4/24/09.
