Timecode In: 00:33:22. Timecode out: 00:34:52. Habitat: ; ; Equipment Notes: Stereo=1; Split track; Decoded MS stereo. Radio Expeditions Dat #7 Channel Islands--Int. w/ first manager of Channel Islands. bg talking about disney, etc ... 2:42 fc My name is Francesca Cava, in 1987 I came to santa barbara for the first time and i was the 1st manager of the c.i. nms we started our office right here in santa bab. in 1989 unfort. for me, i was promoted and moved to wash dc where eventually i became the dir. of the nms porgram and the est. research prog and i was in that job from 1982-1984. (sound is g, x-cept you can hear breathing in bg) 3:13 ac tell me if u will, you then are familiar with the founding of the sanc. and the kind of gen purpose behind marine sanctuaries, what is the gen purpose behind ms? 3:28--4:03 fc well for any body that's lived on the east coast i think a good analogy would be to say imag nyc w/o a central park and then try to imag creating a central park now the concept is is that we need to id and protect those special areas for the future b/c in the future, in fact even now its get. more + more diff to do that b/c of the competition between people and nature so i think s ability to set aside very special places to look at them to look after them to preserve them for the future ... ... . ac talks about editor's confusion ... 4:29 if you think back to when were est, parks were set up for the enjoyment of the people, to go to camp in fact in the 1800s it was not unheard of that you went to hunt and there were even complaints that the birds were making too much noise. sanc are not like that, they are not solely for the enjoyment of people, its a recognition that these are special places for the health of our earth and people so we need to know more about them and we need to protect them. some people would argue that we also need to use them but i think the question is that we don't know enough about the ocean to use it indiscriminately and i think sanc give us the potential to learn through research just what the limits are of how we use and enjoy and preserve the ocean areas. 5:20 if you looked around the border of the us, how much of those water off our shores is sanc. waters? 5:30 oh, less than 2% i mean a small tiny amt. is sanc water i'm orig. from alaska and i'm surprised that ak of all places hasn't (boat in bg) joined sanc system b/c of all the spectacular resources which could pot become a part of this system (boat in bg) on the other hand i understand the strong resistance against any fed control and the suspicion that a program like this might prempt state-rights i think there has to be a balance btwn what. local people can accept and what they want/need. because if that participation isn't there the program will never be successful.but also i think you have to look at the good not only the us but for the world what is so precious that we should set it aside for protection and for special status. 6:33 ac these sanc have been controversial ...people are arguing intensely about what does it mean to be a sanctuary what does it mean to protect a resource if your going to protect this resource does it mean i can't go fish there? 6:57 fc i think it's always going to be a controversy, if you look not just in the past about what people have thought about sanctuaries but you look in the future about what people are going to think about the sanc. think about it now we have. 75% people living on the coast, we're going to project to increase that population by the millions, where are those people going to live (slight boat sound in bg) when they move to the coast what is t...
