Observation details
I never got a good look at the whole bird, which made identification difficult. Large sturdy accipiter that got my attention. Tail pattern a bit wavy, edged with white, which appears to be a Goshawk trait (having compared many photos on eBird of Cooper's (no white edging) and Goshawk (white edging common) tails. From the Birds of North America account for Northern Goshawk: "Subtle pattern of fine white lines outline dark bands on upperside of juvenile Goshawk's tail..." Photos taken through a hole in vegetation while crouching. Comments edited after receiving feedback on the photos.
