Observation details
first seen top of pine, then flapping/soaring above the lake; decided to glass for ID before trying to get a pic, so of course by the time i got the camera up, the bird was gliding southeast into the fog; very small roughly crow-sized buteo; lightly streaked below on sides with a clear center on breast (not uniformly streaked like RSHA) and dark marks bordering throat; tail above brownish, and from below had multiple bands with wider and more prominent subterminal band; underwings very lightly marked with a barely discernible comma; visible but not prominent dusky band on trailing edge of wing; dark patagial mark absent (not RTHA); trailing edge of wing straight without a secondary bulge; outer primaries without the RSHA white crescent
