Observation details
This tern was flying back and forth across the lake, alternately flying low across the dam apparently eating insects, and diving in the shallows at the head of the lake. I'm leaning toward Caspian Tern as it was fairly large (nearly as large as the osprey) and it has the characteristic thick, heavy bill. However, the tail seems pretty deeply forked for a Caspian.
