TEXAS 3

DR. LEO VELA, REGIONAL MEDICAL DIRECTOR FOR PBLIC HEALTH REGION EIGHT TEXAS DEPT OF HEALTH. 26 S. TEXAS COUNTIES.

***ABSOLUTE TIME****

30:17 there is problem of underreporting of rates. so we extrapolate.

water born--Hep. A, 90% of border residents have it by adulthood, study from Rosario community.

Hep. rate is four times national average, yes and Hep B and C. Luckily Hep A is not so lethal, might increase liver cancer. children infected.

concerned about cholera outbreak, pop. in colonias where potable water is problem, waste water treatment. exposure to cholera there. no epidemics yet, but conditions are there.

other...typhoid fever, e coli, salmonella. fecal coliform dumped via sewage in river and people swim in river.

Liver cancer along border.

Rabies a huge problem. Lead the nation. comes in Coyote pop.

41:00 How much of infectious diseases can be traced to RG. Can't quantify. You would think alot with all the waste going into the river. 280,000 people live in colonias along border in this region. Hidalgo county alone has over 600 colonias, cameron county 350 colonias. very possibly a source of water born diseases. but can't just look at this side of border.

44:00 How nasty is the water. Not sure. studies have not intensively monitored the river. So when ask what are the contaminants can't say for sure.

What does common sense say. Must find what's there. find point source of contaminants.

'88 Ama said river is cesspool not overstatement. One article called it the Sewer Grande. This is what happens after years and years of neglect.

Public info campaign...
47:30 high levels of pcbs in fish in canal in border town in Hidalgo county. There was no warning before this . Explains epa study. fish tissue 500 parts per million for pcb. which is 100 times more than lake Michigan when issued warnings which was 5 parts per million. After that we took more samples, they were elevated and so was the control--twice as much as lake michigan.

PCBs come from electrical transformers. Not made in us since 1977, but have long usage life. cause thyroid and liver cancer.

50:13 in this canal came from transformers Not sure. but we've issued warning for taking fish out of canals. This was in
Hidalgo county.

Kids still swimming in these canals. they probably are. don't know how long levels have been elevated. these canals get water from the river. they are used for irrigation. The canals are contiguous with Arroyo Colorado.

The water has not had high levels of pcbs, but fish have, that's a puzzle.

That fish could have lived upstream. PCB sediments down . you wouldn't expect it in the water.

Test the bottom of the river... Haven't shown high levels. fish could have come from many miles away.

55:44 Tx water commission found deformed fish in 1990. It's been years and years of neglect. The anencephaly issue pointed to problems and it brought in resources.

56:47 Ed. program New conference, Mexican tv, 800 number posters. ?When you think of the hundred and hundreds of canal system. we'll monitor.

58:10 How have people treated river.. River is very dear to people here. Mex. calls rio Bravo, means rage. Livelihood, on this side not divide, something in common. Approach has been that even though there is river we are one community. we have families across.

1:00 and yet used as drainage ditch.

Mostly Mexico's fault. I wouldnt say that. How has there been pesticide runoff. all I do know is that we have a big problem. Don't have luxury to wait. It's not only a regional problem. It's national. It's important rest of country sees it as national.

1:02 25 Why national probl. Farm workers who travel , tuberculosis they expose other people to infectious diseases.

PSA's on the air in late June.

1:05:12 Anencephaly-¬What to get cause and effect. ONly known cause is valproic acid , anticonvulsant. Mother drinks heavily, hypothermia, diabetes, father exposed to paint. The challenge is very large to look at what's causing these babies to be born. Don't draw conclusions too soon. Don't want to exclude possibilities. Folic acid supplementation...can cut risk by 50% with it. We're implementing before cure shown. Have to convince healthy women to take this. Hoping feds. supplement folic to flour. ' Its a problem around the world.

We've gotten funding from CD to have defect surveillance team. Looking back before 1990 when they were first noticed. Also state gave funding for births defects registry. Out of this office and Houston. Will be able to spot any increases of defects.

Any figure pointing is irresponsible Could lead people astray. Historically this area has been neglected and that
sentiment runs deep. We are working with Mecan counterparts to survey along border. and do case studies on people with disease.

Border health comm. great idea. bring everyone together.
