TEXAS-2

JOHN HINOJOSA

**** ABSOLUTE TIME ****

Rio Grande watermaster from EI Paso to gulf ...standing 1/2 mile from Rey.

What river like

2000-2200cfs pretty good for here, moderate river, current swift

quality Pretty good until below Reynosa and worse further on.

River should be a river when finishes its course We look at all env and econ. mangage efficiently, minimal flow when reaches gulf.

Aim ot use river up, Primary goal

So what about their argument...river be river that would be ideal, but ag and urban growth is paramount, not realistic to run wild.

Is it possible for enviros and ag, municipal users to all be happy. yes, only 700,000 of millions of acres in valley are being irrigated. RG will always flow. everyone will have to co-exits and not place blame.

What are the competitions urban vs. rural and as cities continue to grow there will be competion. need to convert some to municipal use.

the most endangered river I've lived along here all my life, yes some degradation. this has been brought about by increased focus on river through NAFTA. exaggerated.

9:40--20010 this river will be over-stressed. It's already over-appropriated. what should we expect, valley pop. will double to 1.5 million people. no new water supply. must conserve and be able to deal with future problems.

How will people deal with it land of manana. may have water rationing

will there be enough water We hope so.

12;20 Nafta Increased pop. growth and industrialization on both sides. must work closely as two countries.

How do two countries get allowed pretty well, protects sovereignty

Mexico using more than its due would like better accounting

In colo and NM first steps to bring users together. Focus on rg due to NAFTA HAS BROUGHT PEOPLE Together and that we have similar goals and we must work together.

North of river is magnificent Further downstream on any river the more muddy the waters get. here just to siltation, don't have rock bottom. up by del rio at amistad res. water is aquablue, you have rock that doesn't murky water.

do people of valley think river is beautiful.. melting pot. saw rio as gate opportunity. here its lifeblood. more emphasis on econ and boundary value.

how have seen river change Use to swim in it. not changed that much physically and heightened awareness about what's out there. now come down to the riverbank, better not be alone, be prepared for anything.

read shocking things about state of river there are isolated segment where you'll see concentration of pollutants. at nuevo laredo for years millions of gallons of sewage went into river . now us helping to build plant.

river successfully purging itself. assimilating a lot of whats coming in. question is at what point does it not be able to do it any more and we are approaching that point.

who's n charge of cleanliness we all are as citizens

who takes the lead tx water comm.

epa doing intensive survey joint with us and some other groups

Where to we go from here to communicating with polluters

is this survey on time or late result of increased focus on river.

Ag. community responsible users yes, municipal and ag are responsible

Water so cheap does not encourage conservation I agree. I would expect to see significant changes in money. cost of water pays from watermaster program.

to change cost we could go to water comm and they could do it. Ag and municip would cry out on costs. Just did a series of town meeting up and down valley. and no new costs.
