Photos.and video. https://flic.kr/s/aHsm9y8V52 ( I have more video if needed). Seen flying and on ground. In flight appeared mainly white with black wing tips, hovering position , much smaller than the gulls that were in air a same time. On ground- long yellow bill, slight black at tip. Not especially thick ( nothing like Black Skimmer bill for example). On ground noted black patch extending through and behind eye and on rear crown. Forehead white. Pale grey back. Crossed wingtips, wings slightly darker grey and patterned with black. White belly. Crouched itself down low into ground about half the size of the Yellow billed pintail it was next to. Observed from 10 metres for 25 mins. Seems feasible it could have come across from Manu area, as there are reports of species at Laguna Sibinacocha this August which is about 2 hrs drive from here in direction of Manu. I ruled out Large-billed on a number of factors- 1. size, it seemed very small when sat next to the Pintail and LBTE should be closer in size. 2. billl did not appear particularly thick 3. I did not notice any notable wing pattern in flight other than the darker tips. 4. I think LBTE black crown should start further forwards. On this bird it started at about the eyeline. I ruled out Least Tern as range makes it unlikely and Least should have dark wingtips for only 2 feathers. Examining video dark wing tips appears to extend to about 4 feathers. Also Least would not have dark tip and base to upper mandible( it would have dark tip only when breeding plumage in which case it would be combined with a much fuller black crown ( I believe from reading about it)
